A bug is, looking at blueposts, Prayer of Mending not being reduced by Mortal Strike effects, or Waterlogged not being properly dispelled by Flame Torrent on the Ascendant Council. 'Unintended poor balance' or 'bad tuning' or 'we didn't mean for it to hit that hard' is not a bug but rather poor balancing of numbers somewhere or another. Is Feral powershifting out of roots a bug? Warrior Mortal Strike will probably cost 20 rage instead of 25 in 4.0.6. Is this a bug? Also, Feral 'powershifting' out of roots and snares will be changed to only shift out of snares. What about exploits, hmm, i also have an old warlock oriented exploit that didnt go live but stayed at Wotlk Beta. The reason that didnt change it (and noone stacked warlocks) was that the +DPS was not that huge! If for example it was not 100% more dmg, but +800% while also having something a '150% lower casting speed' debuff, then yes, someone might find a good idea to stack warlocks, it would still be a 'clever use' and Blizzard would going to change this somehow like 'Curator clears his debuffs before this phase'. I can think of CoD (old design) in Curator Karazhan, pretty awesome 'clever use', if it was a hc raid boss, with some extra abilities, and Paragon (or any guild at those times) was stacking warlocks to kill him it would still be a 'clever use', as it was. There are people that can understand what OP said, and they were able to understand it even before his/her post, and people that would say the opposite and will not change their minds cause of his/her post.
